Is there a way to manually enact enzymatic catalysis without enzymes?

I’m curious if it’s hypothetically possible to enact an anticatalytical rendering of biochemical reactions? For example, I read that OMP decarboxylase speeds up a process that would take 78 million years to just 18 milliseconds. Can this process even occur without the OMP decarboxylase? If so, how?
