Can we grow effectively biofilms at 25 degrees celsius in an incubator?

Hello,
One of my students wants to do her extended essay in the IB program about biofilms. My question is can biofilms grow effectively at 25 degrees Celsius in an incubator (maximum temperature allowed by the IB program)? If so, what bacteria would be best (ex: E. coli)?
