salmonella do not die in cold or freezing temperature but freezing can inhibit the growth of salmonella and it will not be able to reproduce or divide. but when favorable conditions come salmonella come back to its reproductive status and start to grow. that is why it is recommended to properly cook frozen food i.e. meat.
